To the University of Washington Board of Regents, President Cauce, Provost Serio, and Dean Harris:  

As faculty of the University of Washington, we are writing to register our opposition to the current proposal to cut operating expenses in the College of Arts and Sciences (CAS) largely through layoffs of department staff. While faculty have received little information about the plan, any decision to reorganize department structures in this manner cannot be allowed to proceed. We recognize that our current budget crisis must be addressed through both immediate action and long-term structural adjustments. Egregious failures of process, however, have resulted in the chaotic, confounding, and inhumane rollout of a plan that is deeply inequitable and that threatens to undermine the core teaching and research missions of the College. Better options exist, ones that honor our mission and values of integrity, diversity, excellence, collaboration, innovation, and respect. 

The plan to lay off staff to enable a centralized but still loosely defined “shared services” model is hasty and ill conceived. The CAS Dean’s Office has proposed a wholesale reorganization of the infrastructure of the College without input from faculty, staff, and unit leadership. There is no detailed plan or evidence to review, and no backup system in the event of failure. We are asked to take it on faith that the UW Administration can create a structure robust enough to meet the demands of a college our size in a matter of weeks and months. It remains unclear that a centralized “shared services” model would actually stabilize the budget. Given the scope of the proposed changes, and the fact that people’s livelihoods are on the line, the lack of detail and due diligence is unacceptable and unconscionable. 

“Shared services” robs departments of autonomy. The lack of planning is a violation of shared faculty governance. Poor rollout and implementation will surely mitigate any cost savings and yield poor standards. The exclusion of faculty input has established a starting point of distrust, frustration and anxiety that will impair any proposed solution. Departmental staff, students, and faculty are owed an apology for the lack of integrity and transparency in the process. 

Department-level staff do essential work and are not expendable. It is departmental staff who keep the college running. It is departmental staff who understand each unit’s particular needs, who guide faculty and students through the University’s complex bureaucracy, and who help sustain our communities and support our research. Departmental staff are front-line workers whose professional roles are critical in directly meeting students’ needs and supporting students’ success. At a time when unprecedented pressures are straining our students’ well-being and mental health, firing the staff who support them is especially ill advised. We remain unconvinced that centralized hubs removed from the daily life of departments will function as intended. It is more likely that the staff who survive the layoffs will be overburdened and overwhelmed. For those staff, the workload will be unmanageable. For our students, centralization would mean less support when it is needed most. For faculty, the effects will disrupt and compromise our ability to conduct research, teach classes, and mentor graduate students.

It is both unethical and illogical to ask our staff to bear such a disproportionate share of the burden of budget cuts. Doing so is morally wrong and risks irreparable damage to UW’s reputation. It is unethical to shunt the costs of the budget cuts onto some of the least compensated members of our community, especially when the value they add far exceeds their salaries. It is illogical to eliminate critical staff while leaving the higher salaries of administrators and faculty untouched. Outside observers analyzing the proposed plan would reasonably conclude that the most well-off members of our community are hoarding resources and that the University of Washington does not care about its workers. If we want to be a trustworthy institution for the citizens of our state, to whom we are ultimately responsible, fairness in the distribution of burdens must be a central consideration. 

The University of Washington's core missions of teaching and research are at risk. It is all too likely that the chaotic process will yield a chaotic outcome. The resulting administrative bottlenecks will grind our work to a halt, and the college will no longer function. The University of Washington will not be able to maintain its global reputation for excellence in teaching and research. We will be unable to fulfill our responsibilities to the University, the community, and the state we serve. 

Faculty are being told that we have no other options because this is an emergency, but the budget pressures facing CAS have been long known. Our problem is not that CAS is overstaffed. The problem is that the CAS Administration has repeatedly failed to take proper steps to steer us away from a fiscal cliff. The Administration is now demanding that the staff  pay the price for its failure of leadership. Now is not the time to give into an impulse for a quick fix for long-term problems. We must find a more equitable solution, one that is aligned with our mission and values, one that is more prudent in its design and implementation. 

Better options exist. To save jobs and to develop a sound plan, the University should draw on its unrestricted reserves. The next best option is to pause all construction on campus. Neither of these options is more drastic than mass layoffs of staff. Our short-term priority should be to secure more time to identify and implement structural changes that are just, effective, and sustainable. In the longer term, no budget cuts should proceed without the College and University-level administration bearing a higher share of the burden. Faculty must be prepared to do our part as well. Where additional work-sharing for staff across units is appropriate and viable, we can plan for an orderly transition that ensures the critical missions of the College remain adequately supported. We can avoid the cruelty of large-scale layoffs with little notice and unclear communication. We can avoid the injustice of protecting jobs and salaries of administrators and faculty at the expense of our staff colleagues. 

The entire process has been poorly managed. For good reason, CAS staff are afraid and distressed. Continuing along this path is reckless. We are on the brink of irrevocably damaging the lives of our colleagues, violating our core principles and mission, and compromising our public reputation. Letting the proposed plan to move forward would be an abrogation of leadership at all levels of the University. We urge you to intervene to work toward a process that is thoughtful, transparent, collective, and just.
